The roots of the Department of Community Health and the Environment date back to 1958 when the St. Charles County Nursing Service was created. The service started small, with just one public health nurse and a secretary, but grew over the next two decades. In 1975, the service expanded to include animal control and environmental services. As the county grew, two departments developed: the County Health Department and the County Department of Humane and Environmental Services.
In 1996, the St. Charles County Council passed an ordinance, later signed by the County Executive, that created a new Department of Community Health and the Environment. The existing Health Department became the Division of Public Health, while the Department of Humane and Environmental Services was split into two divisions: Humane Services and Environmental Services. The Department later expanded to incorporate the Division of Emergency Management.
Under the leadership of the Department Director and the four Division Directors, the Department of Community Health andthe Environment has been able to effectively respond to the demands placed on the system by the rapidly growing population of St. Charles County.
